Rather than reinventing the wheel, I am not including the step by step directions on the making of this book. There are plenty of guides and videos out there. The one I used for my basic layout is located on YouTube at My Sister's Scrapper. There are several videos in the series and they are very easy to follow. Here's mine:
I wanted a smaller size than the one in the video, so I only used three bags and adjusted my measurements for the "hinges" accordingly.

The beautiful pink and peach keys and locks throughout this keepsake book were cut with a thin die from Heartfelt Creations, with whom we are cross-promoting this month. These wafer thin dies cut wonderfully and can be used in any hand cranked machine such as the Cuttlebug, Sizzix, etc. The intricate details in these keys and locks are very impressive. I hope you will check them out. There are lots and lots of dies and stamps from which to choose.
